Blue Shield of California

Small Business Incentive Program

Now it’s easier to earn points for every sale that qualifies for Blue Shield’s Small Business Incentive Program (February 1, 2024 to January 1, 2025 effective dates). You can redeem your points for rewards from hundreds of great options, such as gift cards, electronics, products for your home, and more. Or convert your points to cash with a Visa gift card. Best of all, there are no complicated tiers or calculations required!

You Can Earn

  • 100 points per new member who enrolls in a Tandem PPO plan or a Virtual Blue plan as part of the initial sale.
  • 50 points per new enrolled medical member on all plans, excluding Tandem and Virtual Blue PPO plans as part of the initial sale.
  • 10 points per new enrolled member in a small business dental plan.
  • 5 points per new enrolled member in a small business vision plan.
  • 5 points per new enrolled member in a small business life insurance plan.
  • 40 points (2x points) per new member enrolling in all three – dental, vision, and life.

New Small Business Incentive Program

  • The new bonus program is in effect from February 1, 2025 through January 31, 2026.
  • Brokers can earn points for each new member as follows:
    • 25 points per new enrolled medical member on all plans as part of the initial sale.
    • 10 points per new enrolled member in a small business dental plan.
    • 5 points per new enrolled member in a small business vision plan.
    • 5 points per new enrolled member in a small business life insurance plan.
    • 2x points for each new member enrolling in all three: dental, vision, and life (40 points total).

Specialty Bundled Savings Program

The 10% specialty discount is a perpetual program that is applied to the dental and/or vision premium when a dental and/or vision plan is added to a new or existing small business medical group. Learn more.


Renewal Rewards Program

As an additional incentive, earn points redeemable for rewards for renewing groups with new members into Blue Shield’s Tandem PPO, Virtual Blue or Specialty plans. What’s more, all point distributions are in addition to standard commissions.

How to Qualify

  • Applicable for small groups (1-100 employees).
  • Brokers must opt-in by submitting a W9 form. If a broker is part of an agency, the parent agency must opt-in first.
  • Renewal submissions must be submitted through the Small Group Online Renewal Tool using the same broker profile as the one that opted in. New Blue Shield members enrolled at group renewal must be enrolled through Employer Connection.

You Can Earn

  • 100 points per new enrolled member in a Tandem PPO plan. February 2023 – January 2024 effective dates.
  • 100 points per new enrolled member in a Virtual Blue plan. March 2023 – January 2024 effective dates.

Kaiser Permanente Broker Bonus

Earn a $100 bonus per enrolled member when you enroll at least 10 members from a qualified, new small group in California with effective dates between October 1, 2024 through January 31, 2025. Example: earn $2,100 when you sell a new group with 30 full-time employees and enroll 21 new members with Kaiser Permanente (21 enrolled members x $100 = $2,100). Covered California for Small Business

‘A Partnership That Pays’ Broker Bonus Program

Agents who place new small group business with Covered California for Small Business (CCSB) from July 1, 2024 – January 1, 2025, can earn up to a $12,000 bonus per group, in addition to competitive commissions. To qualify for the first bonus tier of $1,000, agencies must submit a minimum of three groups with four enrolled employees. Best of all, the bonus is per group with no maximum number of groups!

Kaiser Permanente Broker Bonus

Earn a $100 bonus per enrolled member when you enroll at least 10 members from a qualified, new small group in California with effective dates between October 1, 2024 through January 31, 2025. Ancillary Benefits Bonus Program

To earn extra income:

  • Enroll 3 new fully insured dental cases.
  • Enroll 50 new dental members. Minimum of 50 newly enrolled group PPO members must be from groups enrolled during the thirteen months.**
  • Renew 85% of your groups from your current book of business.
  • Fulfill one of the three level requirements:
    • 2% Bonus: Enroll and maintain a minimum of $1,500,000 in annualized earned premiums.**
    • 1.5% Bonus: Enroll and maintain a minimum of $750,000 in annualized earned premiums.**
    • 1% Bonus: Enroll and maintain a minimum of $150,000 in annualized earned premiums.**

Small Business Broker Rewards Program

To earn additional compensation for selling and retaining eligible groups of 2-99 lives, enroll in Delta Dental’s Small Business Broker Rewards Program at ddsbrewards.com.

Retention Sales Bonus

To qualify, retain at least 92% of your book of business through 2024 and meet a new sales reward level. If you do both, you’ll earn a bonus for each. If you’re new to Delta Dental, your new sales alone will qualify.

  • 3% bonus when you retain 92%-96.9% of your existing business.
  • 4% bonus when you retain 97%-100% of your existing business.

New Sales Bonus

Once you’ve met your retention goal, there are three levels of sales rewards. New sales bonuses are based on the number of new groups or total new premium received for effective dates in 2024. As you sell more and retain your existing business with Delta Dental, your rewards grow. And this program is on top of your existing standard small business commission.

  • Level 1: 3% bonus – 5-14 new groups or $150,000-$499,999 new premium.

Dental Bundling Bonus – Extended Through January 2025

Sell a Bundle, Earn a Bundle! To earn a bonus, sell a new Humana dental line of coverage with at least one additional Group Benefits line of coverage with the same employer group with an initial effective date of coverage between April 1, 2024 through January 31, 2025.

  • Groups with 5-49 eligible enrolled employees (must be at least 5 enrolled):
    – $100 bonus for dental + $100 for vision + $100 for life + $200 for disability coverage.
    $100 more if you place all four lines of coverage with the same employer for a total of $600!
  • Groups with 50+ eligible enrolled employees:

Disability Plans Bonus

Earn a bonus and provide extra financial protection for your clients’ employees.
To earn a bonus, place NEW Humana short- and/or long-term disability with an initial effective date of coverage between October 1, 2024 through January 1, 2025. The bonus can be earned in one of two ways:

New 5-49 Enrolled Humana Disability Cases:

  • $200 bonus per bundled case.
    Get an extra $200 on top of earnings through the Dental Bundling Bonus. This means you could get up to an $800 bonus between the two bonus programs.
  • $400 bonus per stand-alone case.

Multi-Product Advantage

Earn 1.5% additional broker compensation when selling dental plus two coverages.
How it works:

  • Step 1: sell a dental plan and at least two new coverages from two or more different product groups.
  • Step 2: verify qualifying criteria and ensure that each case has dental coverage, 10-99 eligible lives, and 10+ lives enrolled in each product. All coverages must be sold and implemented at the same time.
  • Step 3: earn an additional one-time payment of 1.5% of the annualized premium for each product sold.
